PEPSA SALUTES THREE YEARS OF TRANSFORMATIONAL LEADERSHIP: CELEBRATING THE ENVIRONMENTAL RENEWAL OF PLATEAU STATE UNDER HIS EXCELLENCY, BARR. CALEB MANASSEH MUTFWANG

The Plateau State Environmental Protection and Sanitation Agency (PEPSA) has celebrated the administration of Governor Caleb Manasseh Mutfwang for what it described as three years of transformational leadership that has repositioned environmental governance and sanitation service delivery across Plateau State.

In a statement signed by the Director General of PEPSA, Mr. Samuel Nathaniel Dapiya, the Agency stated that the progress recorded within the environmental sector over the past three years reflects the Governor’s strong political will, strategic policy direction, and unwavering institutional support for environmental renewal in Plateau State.

According to the statement, Governor Mutfwang’s declaration of environmental sanitation as a state emergency marked a turning point in the rebuilding of PEPSA, giving the Agency the operational confidence, institutional legitimacy, and administrative backing needed to recover from years of decline.

PEPSA recalled that the administration inherited an Agency struggling with deteriorated office infrastructure, grounded waste evacuation trucks, weak operational systems, inadequate working tools, low staff morale, and limited institutional capacity.

The Agency, however, noted that under the present administration, PEPSA has experienced major institutional revitalization and operational expansion, leading to measurable improvements in sanitation delivery, environmental management, and public health protection across the state.

PLATEAU STATE EMERGES AS A TOP PERFORMER UNDER THE SURWASH PROGRAMME

PEPSA disclosed that Plateau State recorded the highest urban sanitation score of 63 percent among participating states under the Sustainable Urban and Rural Water Supply, Sanitation and Hygiene (SURWASH) Programme.

The Agency further revealed that Plateau State attained a DLI 5.1 score of 52, reflecting strong compliance with programme benchmarks and verifiable improvements in sanitation service delivery.

According to PEPSA, these achievements demonstrate Plateau State’s growing leadership in results-based sanitation reform, institutional coordination, and environmental governance.

PLATEAU STATE RANKED AMONG NIGERIA’S TOP 10 CLEANEST STATES

The Agency also announced that Plateau State was ranked among the Top 10 cleanest cities in Nigeria in both 2024 and 2025.

PEPSA attributed the recognition to sustained environmental sanitation reforms, strengthened waste management systems, cleaner urban spaces, and improved environmental compliance mechanisms implemented under the current administration.

RENOVATION OF PEPSA FACILITIES RESTORES INSTITUTIONAL DIGNITY

PEPSA stated that the renovation of office spaces, conference facilities, and operational structures has restored professionalism, efficiency, and institutional dignity within the Agency.

According to the statement, the improved work environment has enhanced staff morale, strengthened coordination among departments, and increased productivity among personnel.

The Agency noted that for Plateau residents, the institutional reforms have translated into faster, more responsive, and better-coordinated sanitation services across the state.

REHABILITATION OF WASTE EVACUATION TRUCKS REVIVES SANITATION OPERATIONS

PEPSA revealed that the rehabilitation and restoration of previously grounded waste evacuation trucks have significantly improved sanitation operations across Plateau State.

The Agency explained that the intervention has enabled field personnel to carry out refuse evacuation more effectively, while also restoring operational confidence among staff.

According to the statement, residents have benefited through cleaner streets, improved refuse collection, reduced waste accumulation, and lower environmental health risks in urban communities.

PEPSA acknowledged that although significant progress has been recorded, continued investment and sustained interventions remain necessary to consolidate the gains already achieved.

DELIVERY OF WASH FACILITIES IMPROVES PUBLIC HEALTH INFRASTRUCTURE

The Agency stated that the delivery of Water, Sanitation and Hygiene (WASH) facilities across schools and healthcare centres has created long-term public health infrastructure for communities in Plateau State.

PEPSA explained that the facilities have improved access to safe sanitation, enhanced dignity for schoolchildren, strengthened menstrual hygiene management for girls, and improved accessibility for persons living with disabilities.

The Agency further noted that the intervention represents significant progress toward ending open defecation and promoting healthier learning and healthcare environments across the state.

DESILTING AND DRAINAGE CLEARANCE STRENGTHEN FLOOD PREVENTION

PEPSA disclosed that annual desilting and drainage clearance exercises carried out across major urban centres have strengthened flood prevention systems and improved environmental resilience during the rainy season.

According to the Agency, the interventions have helped reduce flooding, protect homes and businesses, preserve public infrastructure, and improve drainage flow in vulnerable communities.

The statement added that the exercises have also provided field personnel with opportunities for meaningful operational deployment and measurable environmental impact.

MARKET SANITATION INTERVENTIONS IMPROVE PUBLIC HEALTH AND COMPLIANCE

The Agency stated that structured sanitation interventions carried out in markets across the state have improved environmental compliance and strengthened waste management culture among traders and residents.

PEPSA explained that the initiatives have created healthier commercial spaces, safer food environments, cleaner marketplaces, and improved public hygiene standards that support economic activity.

According to the statement, the interventions also reflect the effectiveness of sustained field engagement, enforcement operations, and environmental monitoring by Agency personnel.

PUBLIC SENSITIZATION CAMPAIGNS STRENGTHEN ENVIRONMENTAL CONSCIOUSNESS

PEPSA stated that behavioral change and sanitation sensitization campaigns introduced under the current administration have transformed public environmental awareness across Plateau State.

The Agency noted that the campaigns have encouraged citizen participation in environmental management and strengthened the culture of shared responsibility in maintaining cleaner communities.

According to PEPSA, the sensitization programmes have validated the importance of public education as a critical component of sustainable environmental governance.

MONTHLY SANITATION EXERCISES PROMOTE DISCIPLINE AND ACCOUNTABILITY

The Agency disclosed that monthly environmental sanitation exercises have continued to strengthen public accountability and reinforce environmental discipline across communities.

PEPSA stated that the exercises have increased public trust in the Agency’s oversight role while promoting collective responsibility toward environmental cleanliness and sanitation compliance.

INVESTMENT IN STAFF WELFARE AND CAPACITY BUILDING STRENGTHENS HUMAN CAPITAL

According to the statement, the administration has made significant investments in staff welfare, medical outreach programmes, digital training, and professional capacity building initiatives aimed at improving institutional efficiency.

PEPSA noted that these interventions have improved staff wellbeing, enhanced professional competence, restored confidence among personnel, and strengthened workforce productivity.

The Agency stated that for Plateau State, the investments have produced a more competent, motivated, and future-ready workforce capable of delivering innovative environmental governance and sustainable sanitation management.

DIGITAL TRANSFORMATION INITIATIVES MODERNIZE SERVICE DELIVERY

PEPSA further disclosed that digital transformation initiatives introduced within the Agency have modernized citizen engagement systems and improved environmental reporting mechanisms.

The Agency explained that the digital systems have enhanced operational coordination, improved reporting efficiency, strengthened transparency, and enabled faster responses to environmental complaints from residents.

According to PEPSA, the reforms have also improved public access to environmental service channels and strengthened accountability in sanitation management.

The Agency described the achievements recorded over the past three years as clear evidence that visionary leadership, supported by institutional commitment and deliberate investment, can produce measurable environmental transformation and improved public wellbeing.

PEPSA congratulated Governor Caleb Manasseh Mutfwang on his three years in office and reaffirmed its commitment to sustaining the momentum toward building a cleaner, healthier, safer, and more environmentally sustainable Plateau State.
